The U.S. Embassy in Malawi is seeking an Appointable Eligible Family Member (AEFM) for employment in Malawi for the position of Community Liaison Officer in the Management section.

 
BASIC FUNCTION OF POSITION

Provide welcome information to newly assigned employees, including communicating with them via mail, phone, or fax before they reach post, and arrange for home and office sponsors; attend Emergency Action Committee meetings when such are called; Organize and conduct newcomer’s orientation; liaise with Bishop MacKenzie International School to enroll newly arriving children and maintain communication links with school; maintain the CLO video and book libraries for community use; Establish and keep current family member employment data base; Organize special functions for American Community, such as visits to sites of interest in Malawi; Function as a listening or sounding board for the community and report issues to management.

QUALIFICATIONS REQUIRED
 
NOTE:  All applicants must address each selection criterion detailed below with specific  and comprehensive information supporting each item. 


1.  Must be a family member of a USG employee who is currently assigned to Malawi.
 
2.  Must undergo a full field security investigation and receive at least a Secret security clearance.  Authority to hire must be granted by AF/EX/FME prior to appointment.


3.  Must know the city well and be familiar with the different agencies and sections in the Mission. 


4.  Must have word processing experience and excellent oral and written English communications skills.

 
SELECTION CRITERIA

When equally qualified, Appointment Eligible Family Members (AEFMs) and U.S. Veterans will be given preference.  Therefore, it is essential that the candidate address the required qualifications above in the application.

ADDITIONAL SELECTION CRITERIA
1.  Management will consider nepotism/conflict of interest, budget, and residency status in determining successful candidacy. 

2.  Current employees serving a probationary period are not eligible to apply.


3.  Currently employed AEFMs who hold a FMA appointment are ineligible to apply for advertised positions within the first 90 calendar days of their appointment.

DEFINITIONS


EFM:  A type of EFM that is eligible for direct hire employment on either a Family Member Appointment (FMA) or Temporary Appointment (TEMP) provided s/he meets all of the following criteria:


            --US citizen;


            --Spouse or dependent who is at least age 18;


            --Listed on the travel orders of a Foreign or Civil Service or uniformed service member permanently assigned to or stationed at a US Foreign Service post or establishment abroad with a USG agency that is under COM authority;


            --Is resident at the sponsoring employee’s or uniform service member’s post of assignment abroad, approved safehaven abroad, or alternate safehaven abroad; and


            --Does not receive a USG annuity or pension based on a career in the US Civil, Foreign, or uniform services.
